Can the progressive tense in Japanese function as an adjective? I came across the following “私の住んでいる町“ as a way to say the town where I am living, and I’m confused on how this grammar works and if it can apply to other verbs as well. Full sentence: “私の住んでいる町の8月29日の夜の天気予報は雨です。”

it's not related to the tense, you can do that with any tense, it's just a relative clause: 'the town (that) I'm living in'. :)
