"English", as a noun, is not measurable by degrees. You could instead talk about an aspect of English that is measurable by degrees, for example accuracy, fluency, coherence etc. "She speaks English with a high degree of accuracy".

Although they are both technically correct, nobody would say or write, "she speaks a high degree of english" in real life.

The 1st one is good.
