Laurence has given you a good version. I wondered if when you say "issues" you might be talking about a service request or helpdesk request. In the U.S. we would say "incident" in that case. We might also use the word "ticket" if the request or incident is entered in helpdesk software that tracks each issue separately. "Headquarters has requested that all incidents be closed by the end of October." "Headquarters has requested that all tickets be closed by the end of October."

Not sure what you mean here by "issues" so I have suggested accounts, matters or even departments depending on the context.
