What do cultural diplomacy and cultural policy mean? Especially I'm interested in a western point of view

I would take "cultural diplomacy" to mean the development of relationships with other countries based on interest in and appreciation for their cultures, as opposed to direct discussion about political issues, for example. "A cultural policy" is a policy relating to culture - it's that simple. It would be important to understand these abstract terms in their specific contexts.
