You register with an agency, so you can do work for them or something; I've registered with the clinic (to be a massage therapist or something) You register for (to take) a course, etc, as a student/trainee. :)

2. You usually register with "someone" (an institute, university, agency, etc) for "something" (training program, language course, etc.)
