It is not always easy. Broaden your criteria for the search. For example, make the search more than just "I am looking for a language partner." Ask by messaging people and telling them a little more why you learn English or what kind of exchange you want or how to do it. Also, maybe you would find a partner who is non-native but has a high level of English, or an older person if you are young and don't mind the age difference, or a younger person if older. Keep trying...

Be specific is essential. For example, what is your level? What do you aim to achieve? What can you provide? How do you want the exchange like? All these will help you locate a language partner easier! Good luck!

It is absolutely normal that 90% of your messages never get an answer. This is because most accounts are inactive AND many people aren't currently looking for a language partner. The other potential reason is that you just send generic messages like "Hi". So my suggestions are: 1) Use the website (not the app) to see when a user has last logged in. Most accounts have been inactive for 6 months or longer. Make sure you only contact people who have logged in recently. Also make sure you only write to people who have a personal description/short introduction in their profile. People who don't have one most likely never looked for language partners and never will. 2) Write a personalised message. Read the profile of the person you are contacting and tell them a bit about you and why you want to learn the language, what your level (only a few words? Can you have real conversations)? is and what aspects you want to practice (writing, speaking, etc.).

If you are wanting an English speaker, then as you have probably become aware, there are a lot more Chinese speakers trying to learn English, than English speakers learning Chinese. So, as the others have said, you will need to be more persistent, and if you are being selective, you may need to be less so. Another thing is to 'stand out from the crowd'. What makes you more interesting than the hundreds of other potential partners? Westerners often value hobbies and sports highly - I certainly do. I would be much more likely to want to talk to someone who shares my interests. So - put more information in your profile. At the moment, it is not very interesting.
