'Rise' is an intransitive verb meaning something will do the task on its own. 'The sun rises in the morning.' 'I rise from my chair.' 'Raise' is transitive meaning it needs a direct object. 'I raised three sons.' 'They raise the flag.' Raise is also a regular verb. Raise, raised, raises. Last example. "X raises something" "Y rises."
