First of all, you are right not to use the possessive, since the list does not belong to the files — it belongs to a human being. In fact, we could reword “list of files” as “file list”. While there are some exceptions, when a noun is used as a modifier, it is usually in the singular. For example, we say an “egg carton” — even though the carton contains a dozen eggs (maybe 10 in Europe, I don't know), we do not say “*eggs carton”.
