1 is correct. 3 could also be correct, but would be unusual and highly specific. 2 is wrong. In everyday English, it would often be worded differently, though, and possibly more specifically. For example, "He didn't work as much as he did", or "he bought less than he claimed", or "He said he ran farther than he did". etc.

1. He said more than he did. CORRECT 2. He said more than did. INCORRECT 3. He said more than was done. POSSIBLE Example: He said more about poverty than was ever done about it.
