The "plot" of a story is the most important aspect. The "plot" is the main purpose of the story and defines the entire point of the narrative. The plot of Star Wars is that a young man (Luke Skywalker) finds himself in the middle of a war between the dark Empire (represented by Darth Vader) and forces of good (represented by Princess Leia). In Star Wars, the people who had the authority to "drive the plot and action" where people like Luke Skywalker, Leia, Han Solo, Darth Vader, etc.. The minor characters in the movie were there, but they weren't really important. They didn't "drive" the narrative.

The character has the authority/power to control the situation. He/she can manipulate the scene and direct/control the outcome.
