Can I use "Cool down" and "heat up" this way? A: He's very angry right now. Let him cool down a bit. B: Cool down? His girlfriend keeps heating him up. (make him more angry) How is he going to cool down? Thank you.

'cool down' is perfect in your examples, but 'heating him up' doesn't work for what you mean. It's unnatural at best, and can be misinterpreted to mean she's arousing him in a sexual sense.
