The use of “that” in your examples is optional. Use it if it adds clarity; otherwise, omit it for the sake of succinctness. Note that in formal English, we never omit the subject unless it’s a command. I think you mean “We trust (that) you will forward the proposal to us without fail.” (Note that I changed “forward us” to “forward … to us”.)
