Are both sentences OK? It was the first time I've ever seen snow. (in the past) This is the first time I've ever seen snow. (now)

Yes, they are both ok and native English speakers would use them all the time. But to be perfectly correct you would probably need to change the first one to "it was the first time I'd ever seen snow". I'd is a contraction of "I had", which is the past tense. I've is a contraction of "I have", which is the present tense.
