Jeff's explanation is technically correct. But they are used interchangeably in real conversations.

Both are correct but different emphasis。 The first one emphasized “吃饭”,the second one emphasized “在长城饭店”

The first one is correct. The 2nd one translates as "the company director is at the restaurant and so he is inviting you to dinner." This means he is there and so he's inviting!
