The latter would be "верно ли, ЧТО(THAT) ...".

Or "правильно ли, что...". But the word "правильно" leaves an ambiguity: "is it right to say..." or "it is right(proper/reasonable/good), that...". This ambiguity can be anbsent in context though:)
"Верно" doesn't leave this ambiguity, it is just "correct" without extra shades of the word "right"..
