The meaning of Normal-hearing "When you know a language, you can speak and be understood by others who know the language. This means you have the capacity to produce sounds that signify certain meanings and to understand or interpret the sounds produced by others. We are referring to normal-hearing individuals." In this phrase, "normal-hearing individuals" means those that have a normal capacity of hearing things. In short, a not-deaf person. That's it?

Yes, that's how I understand it. The definition excludes people who are deaf, 'hard of hearing', or have other conditions such as APD (auditory processing disorder).
