Neither a nor b answers are correct. A is the closest, but still not correct.
It means ... "AIZ was created as a competitive response to bourgeoise magazines ...." That is, AIZ was created to compete, or act an an alternative (for readers) to bourgeois magazines.
(2) Does "with the intention of" refer to "AIZ" or "magazines such as Berliner Illustrierte"?
It refers to "AIZ". (It's aim being to create a photomagazine ...)

This is an incorrect use of "foil". A foil is "a thing that contrasts with and so emphasizes and enhances the qualities of another."
