Not having more context, I'd say that I.E. is either the person's name or the abbreviation, i.e. which means "that is". When your engine is on idle, the gear shift is in the neutral position. Your vehicle won't move forward or backward via the power of the engine. In this context, the person's life is stationary, not making progress.
