The second sounds more correct in general: If you'd (you had) told me, I would've (would have) given you the money. It's a conditional/hypothetical statement. However, depending on the context, the first one isn't necessariliy wrong either, but since the question implies it was something in the past, I think the second answer makes more sense.

Both sentences are gramatically correct. However as the question is in Simple Past the second version seems to be the correct one in the given context.
