I don't know how to say this in simple English, but all opening clauses with qualifying statements require the subjunctive.
It seems that he is tired. Parece que está cansado.
It seems ridiculous that he is tired already. Parece ridículo que ya esté cansado.
Seems is "qualified" by ridiculous. In the first example it just seems. In the second, it seems "ridiculous."
3. Has an omitted or implied espero or ojalá.
(Espero/Ojalá) que encuentre trabajo!
