Which one is correct? Which way of writing is right: 1)I keen on something / I am keen on something 2)One should cook at home to not to waste money / One should cook at home not to waste money Thank you in advance!

1) I am keen on (keen is an adjective) 2) cook at home not to waste money (because you shouldn’t repeat “to” like in the first variant)
