The action began in the past, it continued to the present or near present (a few minutes ago, perhaps), and it MAY continued into the future. So yes, the action may be finished. This tense simply says it started in the past and it continued to the present or near present. Perhaps I stopped the action a few minutes ago, or when I was asked the question.
