Is "Yeah,right" sometimes another way of saying no in response to people who ask us to do favor ?

Sort of. I mean, definitely, yes, but it's used in more contexts than that. It's most commonly used to imply that something is very unrealistic: "I went out with Jennifer last night." "Yeah, right." The second speaker really doesn't believe the first.
