1. Held up= did not start the meeting on time. 2. Held off= did not have the meeting. 3. Dragged out= made the meeting last longer than it should have lasted. Dragged out has the meaning that the meeting was not only too long, but also was boring. It was something that was endured rather than enjoyed.
