He's paid up with the right people
In Batman Begins, the Batman asks policeman Gordon:
Batman: Carmine Falcone brings in shipments of drugs every week. Nobody takes him down. Why?
Gordon: He's paid up with the right people.
Could you explain what "He's paid up with the right people." means here? I'm not even sure if it's "he IS paid up with..." or "he HAS paid up with..."

What Gordon means here is that Carmine Falcone, the local gangster, has bribed the right people, politicians and other officials.
So he is just saying "He had paid bribed the right people"
