It often describes having to decide between two choices, nowadays most often used dismissively in phrases like 하여튼 간에, 여하튼 간에, 어쨌든 간에, 좌우 간에 (or 좌우간), all of which means "anyway, anyhow, whatever, etc".
간에 just makes the phrase slightly more emphatic.
