Here, does “line up with” mean support? Collins dictionary says If you line up with, behind, or alongside a person or group, you support them. If you line up against a person or group, you oppose them. Can I consider it as this meaning?

'Line up with' is very similar to 'align with'. Here, it means that they are similar, or that they have similar aims. It isn't quite correct though: if it was strictly correct, it should be 'with those of the President', or 'with the plans of the president' or something similar.
