Can I say " The best means to move forward" I mean "the best way". Could you also explain the difference beween "means" and "way" ?

Yes, that is OK. Often, “ways” and “means” mean exactly the same thing. But in some contexts, “means” focuses on the PHYSICAL TOOL OR DEVICE used to accomplish something: “By what means did the prisoner escape? He used a saw to cut the bars of his cell.” “Way,” in contrast, sometimes focuses on the STRATEGY used to accomplish something: “There has got to be a better way to fight poverty than the strategies that have been failing for years.”
