What's the meaning of "Stick someone’s nose up at someone"?

I have never heard that phrase, so what I'm going to guess they meant is "Stuck up. Has their nose in the air." That means snotty, or rude. Thinks they're better than other people. Sometimes, it just means that someone is shy, not really stuck-up. (Native English speaker)
