General arousal there is use in The medical meaning of arousal. Alert, awake. Amphetamines are a nervous system stimulant. For limped, it appears to be a figurative use of the regular use of the word limped which is difficulty walking where one of more legs don’t move normally. Or it could be literal that after all those drugs the personal had difficulty walking.
