Can I use Present Perfect-Continuous?
Since the 1990s, the city has been changing. Seventy per cent of public space is for people and only 30 per cent for cars. There has not been a deadly road accident since 2001.
Can I say this in other way - There has not been being a deadly road accident since 2001.

There has not been a deadly.....
There hasn't been a deadly....
has/have + been + present participle - "being" does not work.
