What that part means is that their time is valuable - so much so that they will pay other people to do things for them. There is an implication that they know how much their time is worth, and that they will pay someone else an equivalent amount of money to do the work that they would otherwise do.
We normally say 'put a dollar value on'. Maybe whoever wrote this is from a country that doesn't use dollars?
