Can I use these interchangeably? What there is to be known has already been said. What has to be known has already been said. Don't pry into other people's private lives Don't pry into the private lives of other people.

Neither are correct from your first two examples, the more natural phrasing would be: --> "All there is to know, has already been said." "Don't pry into other people's private lives." "Don't pry into the private lives of other people." --> Both are grammatically correct and interchangeable but the word "private" is not necessary because the verb "to pry" already implies information is private.
