In general, if the number is written with a decimal point, you should read the number in its entirety. If you are needing to say exact amounts, definitely say the entire number. 6.0 = six point zero 9.0 = nince point zero

Read out loud? Read where? Where are you that you will need to read this? IMHO Generally, unless these are among others, such as 5.5, 6.0, 6.2, 9.0, if they are all integers, I'd just read them as 6, 9, 3. Inclusion of one decimal place suggests that unless these are rather artificial, such as in a test, they are in no way "exact". If the point of the list is the ".0" then sure, otherwise 6.0 is just 6. . French use 6,0 9,0 3,0 of course, so if the audience is misxed, maybe use "six decimal zero".
