"A" comes before a consonant SOUND, while "an" comes before a vowel SOUND. It's important to note that it's the actual sound that's important. So, the word "house" starts with a consonant sound 'h', and so we would say "a house". However, the word "hour" starts with a vowel sound, so we would say "an hour".
