"I am sorry please"... instead of "excuse me please..." Is it used? I have not heard it befrore.

"I am sorry please" is not correct. "I am sorry. Please forgive me / Please excuse me" are correct. You could say, "Please excuse me". Alternatively "Excuse me. Please may I ....(whatever the request is)". Please is a request to the other person about your own action. Please excuse, please forgive, please pass me the, etc
