They are saying Trump says/repeats the same things every time. These "issues"/topics are like a prepared written list that he must go through one by one and 'tick off' as he speaks, like you would tick off items on a shopping list as you shop.

No. 'before' can't be replaced with 'that'. It would not make sense with 'that'. First Trump went through the same 'talking points' or topics he does at every meeting, THEN (after) he talked abour the border wall.
