I would be grateful if my questions could be answered. The report recommends that more resources be devoted to teaching four-year-olds. By considering the above sentence, which came from Cambridge dictionary, please answer the questions? Why is used "be devoted to"in the below sentence? What form of grammar is this? If it's a passive voice so why "are devoted" or "should be devoted" didn't use? when could we use "be + pp" (exactly be not am/are/is)? Thankyou
