The power to" and "the power of" essentially have the same meaning. However, with "to" you must use the infinitive form of a verb, e.g., the power to walk, the power to write. With of, you must use the present participle--the -ing form of the verb, for example, the power of walking, the power of writing. You may choose whether to use "of" or "to" as you prefer!
