In these examples should I use 'the' before the season's names? In fall/ in the fall, when it is cool and windy, he wears a jacket, a sweater, a shirt, jeans, and boots. In winter/ In the winter, when it is cold and snowy, I wear a warm coat, scarf, and hat.

You can use names of seasons either with or without 'the'. Both 'in winter' and 'in the winter' are equally correct, and the meaning is the same.
