yes, here in canada we do not use "oughtn't".. but still we comprehend its meaning. and your sentance is correct. you do not have to add "to" as "learner" as put, that is is fine with or without it.

Yes, it's correct! 'Oughtn't I (to) work hard?' "Ought not to" is more commonly used in British English. American people prefer "should not."
