Yes, grammatically it's 100% correct. The situation when you can use it is very limited, though. The snow is causing serious trouble, and you feel bad about that. 「スキー競技の開始時刻なのに、会場はものすごい雪に降られていて前も見えない状況だ。」 It's about time to start ski game, but it's snowing so much that we cannot even see. 「東京に日帰りのつもりで遊びに来たんだけど、今、すごい雪に降られていて、新幹線は止まるしバスはキャンセルだし、帰れそうにないよ。」I just came to Tokyo originally intending to go back today, but it's so much snowing right now, which stopped both shinkansen and highway bus. It seems like I can't go home today.
