'crime' can also be an 'uncountable' noun - it is not one crime in particular, but crime as a whole, or as in this case, a type of crime. So, 'to pick a pocket is not a serious crime' and 'to pick a pocket is not serious crime' are both correct, but with slightly different emphasis; the first on picking pockets and the second on serious crime.

"A serious crime". Since the crime is a 'thing', use a particle (a, the) to mark it.
