Should the government rid poverty in their own country first?

I think so. Each government in a country has his own interest. In order to protect his own interest, each government are apt to fight each other throughout diplomatic negotiation or foreign affairs issue. Diplomacy is interpretted as a language war for the sake of its national interest in the field of international relation. To change the subject, any foreign government cannot interfere with domestic affairs in other foreign countries in accordance with the principle of international law. Any government plays an important or significant role in protecting his own people. Therefore, in the first place, it is as a matter of course or natural that any government should take steps or measures to get rid of domestic poverty prior to giving enough fund or official development assistance. Due to the huge financial deficits or curtailment of budget for ODA, any developed nations tend to reduce the budget for ODA(official development assistance or aid) to developing countries. For the purpose of ensuring the natural resources or agricultural crops, grains and harvest in Africa, not only China but also India competes each other to exploit them in African countries in exchange for or in return for their ODAs, I think.
