What does mean " BIANKA" or somthing like this prononciation in Russian? When we can use " Tak- Tak"? I heard Bianka in a Russian Music.

Well, hope it really was Бьянка, a beautiful female name (though not Russian) in the song you heard, and not пьянка - an informal word for a drinking party :) "Так-так" is sometimes used as the English "sooo..."

Bianka is a famous Russian RnB singer (woman), I'd say that's what should not to listen. :))) Tak-tak, in English movies is a straight equivalent we heard for many,many times. English-speakers say: well-well, look at this.... - Так-такб что тут у нас....

Bianka (Бьянка, Бианка) is seems proper name. About "Tak-tak" (Так-так).. For example if child broke vase.. When mother see this, she may say: "Так-так.. Что это у нас тут?"...
