When do you use the expression :" to act the floor" ?

I have not heard of this expression. Another expression" to take the floor" is used when someone literally gets up from a seated position and addresses the people in the room. It can also be used more figuatively when a person in the room begins to speak and gains the attention of everyone in the room.
