If somebody gives/pays lip service to something, he or she is just talking about approval of idea,completely agree with it but that is only his/hers empty words and not sincere.You will see no real support in the deeds. Ex: She claims to be in favour of training, but so far she's only paid lip service to the idea. In your sentence women were cheated by the management.Who taked nice words but with no real intention to implement that in reality.
