No, we would still use the simple present. The modals "would" and "could" are both in the past tense already, so we don't need to repeat the past tense in the main verb. Examples: "Would it be possible to spend a few minutes with me later in the day?" [not "spent"] "Would it be possible to eat dinner early tonight and then go to the cinema?" [not "ate" or "went"]
