Nothing to do with being soft. "To tender" means to make an offer or bid or to give something, in the professional sense. When we are vying for business, we make an offer of our service plus the price we would do the job for. That is called "a tender." "I would give it tender" probably means he would give something to encourage that 'spark' and make the Gaul a gladiator.
