In any occasion, it' ok and polite to begin with saying ”失礼ですがーーー”

In most cases you talk with someone face to face, you can just omit "you." It's understood in the context. For example, 「あの~、おさいふが落ちましたよ」 「どうもありがとうございます。」 "Excuse me, you dropped your purse." "Thank you very much."

Just smiling, then nod. You do not have to make a deep bowing. Angle is almost 10 to 15 degrees. We call it 会釈: Esyaku. Casual Ojigi.
